New guidance for Required and Alternative Management Occupancy Review (MOR) procedures for Performance Based Contract Administrators (PBCAs).
The Office of Asset Management and Portfolio Oversight published a memo on October 20, 2023, that takes the place of prior guidance regarding remote MORs conducted by PBCAs during the COVID-19 pandemic and reinstitutes the practice of on-site MORs. This updated guidance is effective with MORs scheduled on or after January 1, 2024.
HOTMA Supplemental Guidance Update
The U.S. Department of Housing and Urban Development (HUD) is working to release supplemental guidance related to the Housing Opportunity Through Modernization Act (HOTMA), specifically related to the asset limitation described in Attachment A in Notice H 2023-10.
This supplemental guidance will describe the discretion owners have regarding implementation and enforcement of the provision (24 CFR §§ 5.100; 5.603; and 5.618), and we strongly recommend you review it before making any change to current management policies.
As a reminder, full compliance with the HOTMA final rule is mandatory effective January 1, 2025.
HUD news on Benchmarking Services
HUD Launches Free Energy and Water Benchmarking Initiative for HUD-Assisted Multifamily Properties. (HUD) makes itsEnergy and Water Benchmarking Initiativeavailable for properties participating in its Multifamily project-based rental assistance programs. This new, free service provides participating multifamily property owners with data on energy and water consumption at their properties.
The data provided will aid property owners in identifying opportunities for energy efficiency improvements that can benefit residents and promote green investments in individual properties or entire property portfolios.
Property owners can also use the information to assess rehabilitation efforts that may be eligible for grant or loan funding under HUD’sGreen and Resilient Retrofit Program(GRRP) or other sources of funding.

RIHousing is pleased to announce that Brittany Toomey has returned to the Leased Housing and Rental Services (LHRS) division as the Multi-Family Housing Compliance Manager.
Brittany is a familiar face to many of you, having worked with us previously as the Senior Asset Manager for the HOME and Ancillary programs. For the last few years Brittany has been working as the Program Manager of Ancillary Financing with our Development division.
