Changes to Physical Inspections for

HOME and Housing Trust Fund Properties

The Uniform Physical Conditions Standards (UPCS), which was the inspection model used by RIHousing for our HOME inspections since 2016, was sunset by HUD and replaced with the NSPIRE inspection protocols.

 

RIHousing has adopted the NSPIRE protocol for the HOME and HTF programs. Please be advised that effective March 1, 2025, RIHousing will begin using the NSPIRE inspection protocols for all HOME and HTF inspections.

Financial Asset Management

The “Profit and Loss” tab of the financial submission template should be completed on a year to date actual basis through the end of the quarter of the submission.


If the fiscal year end of the development is other than 12/31, please indicate on the “submission sheet” tab of the template document whether the profit and loss statement is being submitted on the calendar quarterly basis or the fiscal quarterly basis.

NLHA Education Fund is Accepting Applications for Resident Scholarships

The NLHA Education Fund is a nonprofit organization that awards education grants and scholarships to low-income individuals residing in federally assisted rental housing owned, managed, or administered by members of the National Leased Housing Association. Each year nearly 30-40 scholarships are awarded, with a maximum award of $4,000.

 

The NLHA Education Fund offers four types of scholarships. The deadline for application submission is Friday, April 14, 2025, at 5:00 p.m. ET.

 

Scholarships Available

  • Air Gives Opportunity Scholarship: For eligible applicants living in or coming from affordable housing who demonstrate both merit and need and are pursuing an undergraduate degree.

  • William F. Gander Memorial Scholarship: For eligible graduating high school seniors or returning students who demonstrate both merit and need to pursue educational opportunities in a specific trade or vocation.

  • Mary Lou Manzie Memorial Scholarship: This scholarship is to benefit a non-traditional student by providing eligible applicants who demonstrate both merit and need a chance to pursue higher education or other training that will lead to better employment opportunities.

  • Neil Churchill Memorial Scholarship: For eligible applicants who are graduating college and pursuing graduate-level study (or otherwise seeking a graduate education) who demonstrate both merit and need.

Students must decide on one scholarship when submitting an application. Applicants can apply online at https://nlhascholars.communityforce.com/
