New RIHousing Program Bulletin Regarding Reporting Noncompliance
RIHousing has released a new program bulletin that outlines changes to 8823 reports of noncompliance for LIHTC Properties. This new policy concerns responses to annual LIHTC tenant file reviews and physical inspections.
HUD has published new Fair Market Rents (FMR) for FY2025. To view them, click here and search for Rhode Island to view both county and statewide FMRs.
HOTMA Delayed until July 2025
HUD has issued a notice delaying HOTMA for Multifamily programs, pending the release of TRACS 203A. The new deadline is July 1, 2025. Read HUD's notice here.

HUD Releases New Guidance on NSPIRE
HUD has received feedback that Public Housing Authorities (PHAs) and Property Owners/Agents (POAs) have been experiencing issues when submitting appeals in the NSPIRE IT system.
To address this, HUD has made a Technical Review Guidance document available that provides a summary of the basis for technical review along with instructions for how to submit an appeal.

Update on Recent Changes to Landlord/Tenant Laws
The 2024 General Assembly resulted in changes to several laws involving landlords and tenants. We've provided a summary on those changes that may affect affordable housing owners and property managers.

HUD Publishes New PBCA Forms
In August, the Office of Multifamily Housing Programs updated a series of forms required for Multifamily Section 8 Programs, including HAP contract forms. These new documents can be accessed through this HUDCLIPS link.
